After defeating Narva, you must find the merchant named Rondine. He can be found on the red bridge in the village. This is the bridge you will cross once you enter the Rise. After meeting with Rondine, she will tell you a letter from her sister, in which she says that enemies and monsters are also terrorizing the kingdom and neighboring areas.
After you meet Rondine, you'll also meet other NPCs, such as Master Utsushi and Fugen the Elder, during the initial moments of the Sunbreak expansion. You will then be asked to complete a mission, which will be your first mission in Sunbreak.
The quest is set in the ruins of a shrine and you'll have to take down the daimyo hermit, but you won't be able to visit the Elgado Outpost until you can visit it.
To enter the Elgado Outpost, first, complete all the urgent tasks pending in the Gathering Center, and once done, you can watch some cutscenes. Once you regain control, you will need to talk to an NPC named Dame Fiorayne.
She'll be next to the smithy, and she'll take you to Elgado Outpost. Also, keep in mind that once you start the quest, you cannot go back to the village.
